Home/Service Areas/The Woodlands, Conroe & Spring, TX
Custom homes in The Woodlands, Conroe and Spring.
West of our Porter base along the Grand Parkway. Three places with three different rulebooks: a township with design review, a city with its own permits, and a community that straddles two counties.
What is different about building here.
The Woodlands design review
The Woodlands is unincorporated, but it is not unregulated. Covenants and design review run through The Woodlands Township, and elevations, materials and site plans get approved before you build. We prepare the package and build its timeline into the schedule.
Conroe city permitting
Conroe is the Montgomery County seat and a city with its own permits and inspections inside the limits. Outside them the land is unincorporated county. We confirm which side of the line your lot is on before we plan anything.
Spring and the county line
Spring straddles Harris and Montgomery County, and much of it is unincorporated with MUD districts and POA neighborhoods. The county, the district and the association each decide part of what you can build and what it costs to connect.
Montgomery County rules
On unincorporated Montgomery County land, the county's Floodplain Management Regulations took effect October 1, 2025, and a development permit is now required whether or not the lot is in the mapped floodplain, unless it is specifically exempt. We check before anyone breaks ground.
MUD utilities
Most lots in The Woodlands and the Spring subdivisions sit inside MUD districts with water and sewer taps. Tap and impact fees still belong in the budget from day one, and rural tracts outside the districts can mean septic and a well instead.
Lake Conroe and acreage
Around Conroe you can find lake lots, established neighborhoods and rural tracts to the east and north. Each comes with different site work, drainage and utility questions, so we walk the lot with you before you commit to a plan.

From Porter we cover Montgomery County west to The Woodlands and Conroe and south into Harris County. Planning a lot in Montgomery County? Read what changed in the county's building rules and what decides how long a build takes.
Common questions
Do you build in The Woodlands, Conroe and Spring?
Yes. All three are regular service areas for us. They sit west of our Porter base along the Grand Parkway, inside the same Montgomery and Harris County footprint we permit in every week.
Who approves a new home in The Woodlands?
The Woodlands is unincorporated, so there is no city building department. Your plans still go through The Woodlands Township covenant and design review before construction, and the county handles what it covers on unincorporated land. We plan for the design review package and its timeline from the start.
Does Conroe permit differently than the county?
Yes. Conroe is a city with its own permitting and inspections inside the city limits. Land outside the limits is unincorporated Montgomery County and runs through the county instead. A Conroe mailing address does not tell you which one applies, so we confirm the jurisdiction on every lot.
Is Spring in Harris County or Montgomery County?
Both. Spring straddles the county line, so a lot with a Spring address can sit in either county, often inside a MUD district or a POA neighborhood as well. Which county and which district decide the permits, the fees and the utility taps, so it is the first thing we check.
